I do stand corrected on USNA mids now getting "passported" while at USNA. My answer to the original question still applies though - no requirement/need to work on this prior to I Day.
 
Military ID and orders are sufficient when on official business in other countries, but when you're traveling on leave and in civilian attire, you typically need to have a (tourist) passport. There are of course, no-fee military passports as well. Those are treated the same as Military ID and a copy of orders. As soon as you stop traveling for official business and start traveling for leisure, you have to switch from the no-fee military passport to the tourist passport.

USNA will issue Official Passports some point. However, it is also recommended that you have a Civilian or normal passport. Back in the day, we were advised to carry both, as there was an incident where a young petty officer traveling on orders was singled and killed by hijackers because of his official passport.
 
DDs both had the BLUE Passport when they traveled to China during their High School years. Oldest DD had RED Passport provided by USNA when she spent a semester in China (a little more protection). At customs on her return the agent asked her, And who do you work for? It is so simple to get one they should have one. We got them in High School so they never had a problem down the road. DS is Merchant Marine so has to a valid one always.

Tragic. None of those douchebags could have taken him outside that context. There’s a memorial to him next to Arlington.

Also, once you return to the yard, Navy takes your red passport back.
