DS accepted the NROTC scholarship today but is worried that it is binding. Is it binding? He wants to leave his options open.

Our understanding is no. If he looks at the package that was sent via email (and later snail mail) it will show you the paperwork he will fill out if he chooses to refuse it down the line. Boxes to check for reason why such as USNA, USAFA etc.
 
JMHO, agree with @USMCGrunt, but if he has met with and established a line of communication with his Battalion Staff at NROTC, it would be nice to keep them up to date that he has applications to USNA or whatever academy, and that the Scholarship is fantastic and he looks forward to joining the Battalion, BUT that the Academy is his first choice. That way there are not any "Hard Feelings" if he notifies them he is declining the Scholarship. Just a thought, it is what our son did and it left a good relationship intact with ROTC.
 
With Rotc, you can quit anytime before the start of Year 2. Not only will there not be a military committment but no money needs to be repaid.
