When DS was trying to fill out the Accession Screening Questionnaire, he had significant issues downloading the file and viewing it. Specifically, he saw this when he opened the file:

I was able to find a solution, so I wanted to pass it on. . .Here is what we did. . .
Download the File
Open the folder the File was downloaded in (Windows Explorer)
Right click and Choose the Open With > Adobe

That opened the file. . .
I then sent the file to him over email, thinking that would solve the problem, but alas, when he opened he got the same Please Wait... Message. . .

We followed the same steps above, and after he had filled out the form, he Printed the file to a PDF.
After that, every time we opened the file it showed his completed file. And we confirmed after we loaded it that opening the file just showed the file.

Hope this helps ease some frustration out there!
 
Adobe Acrobat has some proprietary features (especially things related to digital signatures and tamper proofing after the form is filled out), and usually that message means the file has things that are specific to adobe in the file. Printing to PDF removes any interactive digital features (it's the equivalent of printing on paper and filling out in ink), so it makes the file more universal, but it will drop any interactive features.

Just for clarity, if it's a form you are submitting digitally, it's OK if you see that message after filling out a form, USNA will be able to view the form still. If you are printing it, or just want it for your records, print to PDF will disable the proprietary features so you can view the file in other PDF viewers, yes.
