I agree that number needs to be scrutinized, but with all the different commands within their own service, joint roles, more acquisition, testing and research roles and commands, it might be justifiable, it might not be. But the military changes and it should be always evaluated.
 
Just look at public and college education. The number of people in admin in relation to those teaching have also skyrocketed. I think it standard in all industries
