I was just curious if anyone knows approximately how many spots are held for non-citizen applications? I don't mean immigrant status, I mean those who apply from other nations to go back and serve in their military.

It says on the USNA site that, "The Naval Academy can have up to 60 four-year international students attend at any given time" (https://www.usna.edu/Admissions/Apply/International-Candidates.php ) so likely about 15 per year?

Most of those are part of pre-negotiated DOD and DOS deals/aid packages, where carefully-screened cadets or mids from a foreign country are funded to attend a US Service Academy, where they receive a degree but not a U.S forces commission. They usually are commissioned into a home country service or obligated civilian govt service upon their return. They have to meet the general application criteria and are top players in their home country, where they have often already done a plebe year at the home academy. One of the Peruvian mids at USNA we sponsored did a year at the Peruvian Naval Academy in Callao (port of Lima), then came to USNA. During summers she went to the Peruvian Navy for training or was assigned to the Peruvian Embassy in DC in the military attaché office.
Though I assume there may be foreign nationals who have attended by independently applying and are not part of an officially sponsored diplomatic agreement, I didn’t meet one during my USNA tour or subsequent years here in Annapolis.

Long answer, sorry, meant for lurkers, but as to “held spots,” it’s all dependent on the afore-mentioned diplomatic agreements, though there aren’t that many. Those seats do not count against the US class size. The total class size seems to flex in recent years between 1000-1200-ish, so there is always room. It seems to me it’s usually between 15-20 in a class.

Capt MJ makes the important point . . . the number of international students does not count against the number entering from the US. IOW, you aren't competing vs. each other for slots.
 
You normally have exchange students as well who attend for one semester and Midshipmen and Cadets can apply for exchange programs as well during their Cow year (at least at USMA it is).
