When should the admissions board be releasing their appointments?
 
Some offers of appointments are already out, so the spigot is opened. It’s not a “release,” it’s a flow of offers. Once the elected official nominations are all submitted, and the application deadline is passed, the flow rate will increase.

I don’t have the exact date handy, but there is a date in April USNA tries to ensure all applicants know where they stand. I am sure someone here will pop up with that date.

If you look at the appointment thread for Class of 2023, you can guesstimate based on the fraction reported here on SAF.

The Admissions Board does not "release" Appointments. The Admissions Board reviews applications, and determines whether the candidate is "qualified" fro admission. Then a separate part of the Admissions office (Nom's and Appointments) determines who among the nominated candidates is most qualified and makes the offer of appointment. This is a rolling process --some Appointments have already been made, but the vast majority hear in the February /March time frame.
