Advice needed.

Have you already accepted an appointment to a Service Academy? If I recall correctly, my son chose to accept his scholarship as a fail safe in case he got injured or some other unforeseen event occurred prior to his report for R-Day. We also paid the initial deposit to the school where he would have used the ROTC scholarship.

my parents are telling me to do this as well but honestly, i feel like once i submit my deposit it's pretty much like i'm taking someone's spot since i am stating to the school that i will be attending there this fall. so someone who's on the waitlist for that school wouldn't be taking my spot like they would be if i turned the school down
 
It’s not unusual for an SA candidate to accept an ROTC scholarship while awaiting the SA’s decision. It’s a prudent plan. You’re not taking a spot from anyone. Cadet Command works to a yield, based on historical data, knowing that some candidates will turn down the offer and others will back out due to SA offer. They also know that quite a few will drop out before Year 2. They build in all these contingencies when making scholarship offers.
 
DS accepted his ROTC Scholarship and accepted his appointment. We paid the deposit to the ROTC school. DS had been injured while running after his appointment and he had to go through the waiver process, so we were nervous about another injury preventing him from attending the Academy. DS wrote a letter to admissions of the ROTC school explaining his appointment and declining his spot at the ROTC School. After we dropped DS off at R-Day, we dropped his letter to the ROTC school in the mail.
