I have a friend who is in ROTC who did not get in any legal trouble but got in trouble for possession of alcohol underage with the school with other friends not in ROTC. Should they disclose this information to cadre and what may happen to them?

The school will normally notify the ROTC unit, although that may vary by school. Best if your friend is the one to tell them. Hard to say what the consequences might be. Much depends on what class he is in, the standing in the unit, grades, how much trouble he is in, etc. Trust me. I know folks who have been thru this and survived and some who did not.

NROTC here. My school least does not notify the unit. It stays with the Dean of Students, until the one of our officers usually runs his yearly check with the Dean to make sure us MIDN aren't running wild. If he finds any unreported instances of ARIs, you'll be worse off than if you self reported.
