If I have been deemed competitive based on my scores does that mean I do not need to retake my SAT/ACT?

You don't have to. However, unless you are confident that you cannot increase your scores at all, (and financially it's not a problem) I recommend taking it again. Competitive to apply does not mean that is the most competitive your application can be. You want to get your application as top-notch as possible.
