Affidavit of Residency (USMMA question)

My son is starting to work on the nomination forms for the various nomination sources.

We've noticed that a couple of the Congressional Districts have an Affidavit of Residency at the bottom of the form to certify that you are a resident of that district. He is hoping to apply to all the districts in our state for a possible nomination to USMMA. He asked my advice and I said to contact those offices and ask for clarification and how they would like him to proceed.

I know that some offices don't like to give nominations for USMMA outside of their district even when allowed. But has anyone run into this before and what was your outcome (did they let you apply)?
 
Reviving this to follow up with our experience. Of the 11 districts he could apply to, he ended up getting 10 nomination packets out.

After talking to another district, he ended up including a cover letter saying what district he is in and that he was seeking an out of district nomination to USMMA. He did not sign the Affidavit of Residency that many of the districts have in their nomination packets. He also added a foot note with sources that allow them to nomination out of district.

Of the 10 districts he applied to, it looks like one doesn't hold interviews. So of the remaining 9 districts, he has been contacted so far for 6 interviews. One even said they only had 7 apply for USMMA. He has had 4 of the interviews so far. Some of the people in the interviews were unaware he was out of district.

We decided to also pursue out of district nominations because our district is consistently considered one of the most competitive (Northern VA). Sept and October were a whirlwind of nomination packets with 2 senators, 10 representatives, and 1 VP (also applying to USNA and USMA).
 
Good luck! With usmma only one nomination is needed and more does not = a higher chance of appointment. Seems you have a good chance for a USMMA nom.

Yup, just need one! This will increase his chances of getting that one.
