AFROTC Scholarship Out-of-state rate

Hi guys, I received a type 7 afrotc scholarship which covers full tuition for in-state schools. However, I'm pretty sure i've read on some of these threads that certain state schools are willing to offer scholarship winners the in-state tuition rate, meaning the type 7 benefits apply. Is this true? I was accepted to the university of michigan out of state, what is the likelihood that they offer me the in-state rate? Also, is the amount of scholarship money I receive something that the air force controls, or something that the schools have jurisdiction over?
 
You are correct that the type 7 will cover an out of state college if they give you in-state tuition rates. A relatively small number of colleges offer this. I have no idea if U of Michigan offers this. You could contact the unit or the bursars office to get a definitive answer.

I'm not sure about you're asking in your last question. Of course AFROTC alone determines the amount you receive from the scholarship. The college controls any other scholarship money they offered you. The college may withdraw the offer of some or all of their scholarship money based on your receiving the AFROTC scholarship. Again, the bursar's office would be who to contact on this. Any third party scholarships you may have are still good provided their use falls within their requirements.

Very unlikely that U. Michigan will offer you the in-state rate.

U-M is now as much a private school as a public one -- very little of their funding is from the State of Michigan, and only half or so of their undergrads are from Michigan. You should think of U-M as similar to Cornell or Rice U., or possibly Carnegie Mellon or Northwestern.

If you want in-state tuition at a Tier I Research University that's of Michigan's caliber (or close to it), then your options are
- Texas A&M (esp. for anything STEM, also History)
- U. Minnesota (esp for Chemical Engineering, also Economics and Political Science)
- Possibly also Rutgers if you're studying Math

UT-Austin is strong at everything but it's very difficult for out-of-state applicants to get accepted.
