AFROTC Stipends...?

Greetings. I'm currently an AS100 in the Air Force ROTC, and had contracted under a Tier 2 scholarship back in the end of August. Now, I understand that AS100 cadets under contract receive a $300 monthly stipend as well as a check for book payments, given they pass the PFA (which I had done back in the first week of September). However, it's been well over a month since then, and I've yet to receive a penny of my stipend. It may be due to paperwork processing, the economy or some other reason, but I'm curious.

I've already setup direct deposit a couple or so weeks back, but I've just been wondering, are any other contracted AFROTC cadets experiencing similar problems?

(Note: I'm not greedy, I've just been relying on the expected stipends to help cover basic living costs.)

It always takes a few extra weeks at the beginning of the year. Im an AS 300 and I just received my first stipend check last week. Still havent seen any book money yet. Just be patient. You'll get all youre owed eventually.
 
DFAS, has been having issues lately so for many cadets they will not receive their stipend until Nov 1. Our DS who went to FT during the summer has yet to receive his TDY pay. Actually nobody he knows that went to FT received their pay yet. He received a pm on Friday telling him that he will receive it Nov 1.

They will back pay you those months. Now also remember the way the pay system works, it is a back pay system. In other words, if you contracted Sept 1st., you would not receive anything on the 15th, you would get it on the 1st of October. It works that way because if you leave ROTC they don't want to be in the whole.

I do know that scholarship money to the school has been paid, but those are 2 different systems.

much as I love this discussion board, why would you not be asking this question of your detachment??? There is some delay before new cadets get paid. Our Cadets have seen their first couple checks. Get with your Det or AS instructor and ask this question of them.
 
It is now 23 May 2011. I have yet to receive any form of Air Force scholarship stipend and book money. However, the tuition pay came through no problem.

Now, throughout the past several months, I've tried to speak to the detachment sergeants in charge of cadet files (as they were confused I haven't received anything by 1 Nov). I've even spoken to my detachment commander on the matter as it became later. My records were correct and up-to-date, as was the direct deposit form with a verified bank account. At the beginning of April, I even changed my bank account, thinking that was the issue.

Despite my efforts of following up with numerous meetings with the sergeants and above on the matter, nobody can figure out the issue. What I'd like to know is if there is a number in which I may call that is directly associated to this pay, so that I may figure out, personally, what is keeping the payments.

A couple months passed the promise date wasn't much of an issue... but if an entire academic year passes and I haven't received a cent outside the tuition payment, then it gets a bit out of hand.

Any suggestions, at this point?

NOTE: I have contacted the sergeants numerous timesfor they had said I would receive something NLT 15 May. I've no reply as of yet.
 
Jumping over the det commander's cranium, is basically taboo. I would contact the det commander directly. From reading your post it appears he was aware at one time of the situation. For all he knows is the problem was resolved. At that point if he says to you exactly a NLT date (not the sergeant), than the day it passes contact him in a polite, professional manner, email him.

I.E. Sir, I just wanted to keep you informed of my situation, and it is still not resolved. Thank you in advance for your attention to this matter.

How large is your det? Are you the only C100 that has yet to be paid? If so, it really has to be tied to you somehow. If there are several of you, than that would appear to be a det issue. If it is a det issue, I would take the liberty to find out how many of you are in this scenario. From there I would 1st go your flight CC, and make them aware, with hopes that they will bring this matter to the attention of CoC. If the commander finds out 10 of you are in the same boat, they maybe able to pinpoint the problem faster.

I would keep on track of this because remember the fiscal yr ends Sept 30th, and you are going to be leaving for summer break until next fall. If you lose sight of it you will be in the weeds.

DFAS is who does the pay. However, as a ROTC cadet, there might be a dept within DFAS just for cadets, and DFAS is huge. It could take a summer just to find out the actual extension, and even then they are going to insist on paperwork from the det for proof, so you still need the dets involvement.

Honestly, the only true suggestion I would give you is the "squeaky wheel gets the oil". You need to be a constant reminder, not 10 phone calls a day, but email Monday and calling on Thursday for an update would be okay.
