Great post and catch. A few big IFs, though:

(1) Cannot be older than 26 before 1 July.
(2) Must have served within a theater of operations for OIF, OEF, or New Dawn. So this doesn't necessarily mean all active duty are eligible.
(3) Only 5 of these waivers per year are allowed.
