I know that the Active Guard Reserve is an option for officers. From what I have seen, you cannot commission into the AGR from ROTC, as"you must be pending discharge from your component" (usar.army.mil). Is it hard to get into AGR as an officer before your discharge? Is it very competitive? Are there a lot of slots?
 
AGR is a great option. I retired as an AGR officer and had a great experience. Accessions for AGR happens through state NG offices and/or Full Time Management out of HRC. You do apply and need to put a packet forward for review-

Correct. AGR is Reserve Component, not Active Component.

Is it hard to get into AGR as an officer before your discharge?
Yes. Very few units will waste an AGR spot (which is a status tied to the member, NOT the position) on an unproven O-1 who turned down an opportunity to be full-time military

Is it very competitive?
It's not competitive as much as it is selective. Nearly all of the time, the desire will be to offer it to an existing Guardsman

Are there a lot of slots?
In comparison to full-time technician slots (T32 and T5), and those on the various other full-time statuses, no. The bulk of AGR slots are enlisted as well.

On the officer side, AGR tends to be more for admin folks and command positions. You may find one for which you are eligible (and the competition is weak), but that is astonishingly rare and would give me pause about accepting. There is a reason it's open to newly-commissioned officers.

Keep in mind that there is a finite number of AGR positions available to each state. The bulk of full-time Guardsmen are Title 5 or Title 32 technicians.
 
I would highly suggest that you speak with a recruiter at your closest Army National Guard installation about slots and competitiveness. If you are not interested in going Active Duty, but instead prefer to enlist as an full-time Active National Guard officer, you should discuss this also with your closest Army National Guard installation.

Officers do not enlist, and there is no way to "enlist as a full-time Active National Guard officer". You are confusing terms, statuses, and accession methods.

Also, interest in the ARNG should be directed to an ARNG recruiter. There are very few ARNG installations-- most are either tenant units on AD posts or positioned in armories.
