"Alternate Nominee"

Hope I can add at least another piece to puzzle. My DS received nomination to USNA from Senator Nelson mid November. The slate has been submitted to USNA as nomination appears in DS USNA portal. The nomination notification letter he received from Senator Nelson asked that he notify his office immediately if he decides not to accept nomination so that he can offer nomination to another candidate. As to the the ability of MOC to replace a candidate on their nomination slate after it has been submitted, this is probably a question for admissions.

Reading Senator Nelson’s letter, to me, says that the BOARD will provide senator Nelson with an additional 10 (to Senator Nelson, NOT the academy). And said 10 ‘extras’ COULD be submitted to a service academy should they be required/requested from the academy. To me, it reads as is generally understood here on the forums: a list of 10 candidates is provided to the academies.

I cannot imagine a service academy not finding a suitable candidate from the provided list of 10, especially from a highly competitive state like FL.

To me it reads that you are on the backup list (from the board, to Senator Nelson) to go on the provided candidate list to the academy.

Honestly, I wonder if a service academy even CAN request more candidates from an MOC after the deadline? What if an entire slate is not 3Q. What happens to that MOC’s spot? I understood that the academy could use that open spot to charge another candidate they were trying to place.
 
So I am applying to both the USAFA and USNA. I live in Florida and I applied to Senator Nelson for the AFA and Senator Rubio/Congressional rep for the Naval Academy. I just received mail from Senator Nelson that I have been selected as an alternate nominee for the AFA. It says that my name isn't submitted to the academy now, but if a nomination becomes available through "cancellation, medical or academic disqualification" I will be reconsidered. Does anyone have any experience with this or can shed any light on to the chances of a nomination becoming available? Thanks!

Based on the letter I received from my Senator and Congressman it asks that I please let them know if I choose to decline the nomination so that they may offer to someone else. So my guess is that this is why there would be alternates.

I do not know the official nomination rules or protocol. However, I did have a member of the staff of a MOC explain the nomination process just as you described it. They pick a slate of 5 for each SA, and rank them. Kid#1 gets the nomination, the others are alternatives. If kid#1 declines for that specific SA for whatever reason, the nomination goes to kid#2 on the list and so on. I'm not sure what actually and really happens behind the scenes but that's how they described it.
 
MOC can nominate up to 10 per slot, but doesn't have to; can hold onto a slot for the next year. Can choose to nominate no one, prerogative of MOC. Not sure if they can send more in rare case all 10 on the first slate are not 3Q (IMHO, MOC didn't do a good job of choosing the first 10 if that happens! By the time many MOCs have interviews, SA CC can already be 3Q.) My guess is the MOC isn't sending official names until last minute.
 
It would appear Senator Nelson is attempting to help as many candidates as he possibly can. Unfortunately, he did not win re-election. My guess is this is just his way of being a stand-up public servant by taking the high road. Hats off to you, sir.
