Another AROTC Scholarship change this year

Well it certainly seems as though there have been several changes in the Army ROTC scholarship process this year; from the new portal, to waiting to be approved/authorized for a PMS interview, to others. DD just pointed out another one. In the past, there have been some scholarship recipients who were given 5 colleges to choose from. I guess that is a thing of the past now. The portal now says, "applicant has been selected to receive an offer of a 4-year or 3-year Advanced Designee Scholarship to up to 3 schools from the list of schools identified by the applicant in their application." It sounds like 3 is the biggest choice someone could get. This definitely jibes with the 1st board's winners who were all offered 3 schools, but no more. I wonder if it's likely that the 2nd board winners will get an offer to only 1 or 2 schools?

Certainly over time, as the number of available scholarship slots at schools drop, some even to zero, then the number of schools included in a scholarship offer must also drop. Whether that's the next round of scholarships or the one after that is unknown to me, but it must happen, by definition.
 
I think they were already heading in this direction last year. DS was awarded a scholarship from the first board and had 2 choices. Luckily one of the 2 was his first choice overall.
 
Last year, I received my scholarship from either the second or third board (I can't quite remember I think it was sometime in FEB/MAR) and I was given only one choice. Luckily it was my top civilian college so it worked out for me.
 
February 2013 DS was offered a three year AROTC to his first choice only (a SMC at which he did his PMS interview) from the second board.
