My DD wants to apply for a ProjectGo scholarship summer of 2020. Any advice for her as she completes the app?

Make sure she contacts who she wants to write her letter of recommendation ASAP. That is definitely something that can't be rushed. And she needs to know why she wants to do it, aside from college credit and OML points. I wrote about how it would make me a more effective leader by being able to interact more effectively with civilians of the country that spoke my desired language - gotta win those hearts and minds.

Aside from that, it's a pretty straightforward application.

I second this. My son went twice during college but missed out the summer between freshman and sophomore years due to a late LOR.
It's a great program though. My son went to Estonia and Kyrgyzstan and my daughter went to Morocco. The program is not only a good language program but also an excellent cultural immersion program. Plan on traveling as much as is allowed.

My DS received a Project GO scholarship between Sophomore and Junior year to Russian in Kazan, Russia. At the last minute the location was changed to Kyiv, Ukraine. He was there for the Orange Revolution. He lived with a family who spoke no English and whose mother tongue was Russian. It was a bad living experience. On the other hand, his Russian was probably helped by not living in a dorm filled with English speakers.

I don't remember how he sold himself. He had enough experience that his foreign language aptitude was self-evident.

What foreign language experience does your DD have? Is she enrolled in a foreign language class now? Does she have a preference for a particular language? Or Country/Region?

As @CadetDreamer suggested, she should have a specific reason why she wants to do it and evidence in the form of a good recommendation, (preferably from a foreign language prof) that she has the aptitude and diligence to be successful.

I can tell you that in the right circumstances a solid proficiency in a foreign language can pay dividends early in an Army career.
