Take all of the following with a massive grain (mountain) of salt.
All the guidance I have seen/have heard from other people in ROTC at this point is a very, very general "we'll follow whatever the universities do". That means if the university is online, ROTC will conduct everything online as well. If the university changes to be in person, she will expected to be there in person. Either way, she should retain her scholarship.
That being said everything is entirely subject to change. I haven't seen anything announced by Rear Admiral Sands as of right now, although that may change. I know AROTC floated the idea of having cadets train at the unit closest to their house in the event of online school, no idea where that idea is right now. I've heard that many golf courses are still open, so AFROTC should be fine with the majority of their training (hehehe).
I know it's difficult to be so close to school starting and still have so many unknowns, but it's something that your DD will almost certainly get used to in the coming years.
