The Admissions process is a complex, multi-phased process with both concurrent and consecutive steps. It is not a scenario where an application is reviewed by a board, a decision is made, and someone heads right over to a computer to update a portal with an offer of admission. Applications are reviewed for completeness and scored. Status of nominations is reviewed. Slates from elected officials - which are still coming in - will be evaluated and resolved. Those not selected as “slate winners” but who are fully qualified will go into a pool the SA can select additional appointees from. It is a jigsaw puzzle assembled to meet various class-building goals.
Applicants who submitted their applications back in the fall and have noms can still be “Complete Pending Review” until April. Or May. Or even June. There are those with service-related noms who encountered no issues with their CFA or DoDMERB qualifications, and had everything USNA was looking for, who relatively quickly received offers of appointment.
This year, USNA executed a switchover to a new IT system in Admissions, so the usual timeline has lengthened. Add in the pandemic factor for staff.
