Thats what mine says now too - complete pending review. so does that mean something bad? or does that mean they are waiting to make a decision on me, or havent reviewed my application yet - which is crazy since I had it in early August, everything done and in mid August. In your experience captain mj does that mean no chance for an LOA?

Your application is complete. Now you wait.
There are people who get their applications done in August, but wait until May with CPR. And yes, as I have recently taken to noting, there are those who slide in under the wire still sweaty from their CFA who get their decision in February plus or minus. The class-building rhythm is known to Admissions and not to us.
Go look at the annual appointment threads. Even though the data set is only about 10-15% of the class, you can see some rough trends. Go to the last list, which is usually in June as one of the last posts in the thread. Then skim down from the fall through late spring.
Everyone will have their applications fully reviewed. There are multiple intersecting and parallel processes ongoing. The class will not fill up without your package being given the same consideration for appointment, prep offer, LOA.
As you have no doubt read here many times, LOAs can be given at any time, for any reason. This time in the cycle, they are often seen with conditions, such as complete CFA, obtain nom, etc. Late in the cycle, sometimes candidates with noms, CFAs, DoDMERB all done, receive one with no conditions which essentially tells the candidate, hang in there, we’re working on your appointment, stick with us. The majority of midshipmen and cadets at SAs did not receive LOAs.
I have no magic wand to draw back the green curtain (Wizard of Oz reference), regrettably, except to say you have probably realized this is a marathon process which tests your commitment and determination.
You did great to get yours in. Now you can continue to tend alternate plans, excel in your current school activities, ENJOY THIS TIME. After all, if you get your wish, you will leave home at the end of June, only returning for brief visits after that for at least 9+ years.
