I was recently promoted in JROTC to Brigade XO, making me 2nd in command of over 2000 cadets, and I would like to add this to my activities record even though it is already submitted. Is this at all possible?

Send an EMail to your Admissions Counselor. I think it's possible.

My son got an award after submission. He asked his admissions counselor what to do, and he suggested that he provide him with the updated information and he would append the application with it.

I vaguely remember that your HS counselor (person who 'verified' your activities record) is supposed to be the one to submit the email with any new awards etc to admissions. Thus, it is verified.
