I've regularly visited my account on the USMA website, but I have not yet found any information regarding sending transcripts, letter of recommendations, etc. There's nothing under the Application Overview. Am I missing something? Also what is the initial evaluation in " This evaluation will not begin until August 1, 2017 at the earliest for most candidates to USMA 2022."

The application you filled out is the candidate questionnaire, not the actual application. Sometime around August the actual application will open on the portal of those candidates whose preliminary information indicates they will have some chance of success at gaining an appointment (that is the initial evaluation). The application portal may open sooner for candidates completing SLE or special category candidates such as recruited athletes.
Your portal will almost certainly open as long as there is no clearly disqualifying information in your candidate questionnaire.
