Applying to a NROTC "College Program"

I want to make sure I understand the application process to the NROTC "College Program" (i.e., non-scholarship program.) This is my understanding: In order to apply to a NROTC College Program, the student must be accepted to the college or university with a NROTC detachment, then apply to the local NROTC detachment. I would assume that the application comes from the detachment at the school (whereas the NROTC national web site appears to have only the National Scholarship applications.) Is that correct? And what would be the timing of when to apply to a "College Program?" I would assume any time after acceptance into the college or university and after TWE for the 4 yr. Also, is this a completely separate application from the National 4 yr Scholarship application?
 
You've basically got the procedure. You want to be in contact with the unit as early as possible in the spring semester so you can start the process and get lined up for Indoc, or whatever orientation they're doing at that time. There will be several opportunities to apply for a scholarship as a college program participant.
