Appointed by whom?

Who actually appoints a candidate to the Naval Academy? I've always thought the Superintendant, but I occassionally see people say the president, Board of Visitors, and others.
 
I looked up the documents from my appointment in 1981: The Superintendent of USNA offered the appointment to me. The actual appointment certificate says that the President appointed me. SecNav John Lehman signed the appointment certificate, "By the President." I suspect the authority levels have not changed.

Thank you. That would explain the confusion and why I've heard people say the Super, SECNAV and President. So the offer is made by the Super, and the appointment is from the president by way of the SECNAV. Makes sense. It's just come up again and again with people and it seems odd that we (my DS and I) don't know. Now we do!:thumb:
