If I am the most competitive applicant to an academy with a nomination from my congressional district, however I am deemed academically disqualified, what happens. Does prep school take the slate of the nomination?

You will most likely receive a rejection letter. They will move on to the next most qualified applicant.

If no 3Q with a nom candidates are in your district, it seems you MOC would not have an appointment charged to his/her quota for this year.

Not precisely sure what you mean to ask. However, there is no requirement for USMAPS to be offered in that circumstance.
