I read something on another thread that seemed to poke at this, but I may have a misunderstanding. As long as there is a qualified & nominated individual in a district, will at least 1 person from every district get an appointment?
 
I'd be curious to know as well. Thought I heard once that a MOC is only slated to have a specific total number of
mids/cadets from their district at a SA at one time. Does this mean if they already have 4 mids from their district
at USNA and are only allotted 5, there is 1 available for that specific year? Last year I received a random call from
a parent of a usna candidate from my congressional district inquiring about my current 2/c mids nominating source.
Said she was doing the math to see if her son had a shot. I had no clue what she was talking about, nor do I know if
her nominated son received an appointment.

Well this is a new one that I haven't heard before -- the extremes some individuals go to.

Yes, this is correct. But, with 535 MOC's (including Senators), more than half the class comes from sources other than MOC slate winners.

Each MOC can only have 5 midshipmen attending the academy that are charged to the district. But, for each slate of 10 nominations there are a potential 9 other candidates that can be nominated and appointed from the district but not charged against the 5 allocated slots. The number of slates of 10 nominations will be 1 or 2 (every 4 years). The process is managed closely to make sure there is not a year with no vacancies - if that happened, the MOC would not be able to make any nominations. Easiest way to find out if they are nominating 1 or 2 slates is to call the MOC's office and ask.
