agree with goaliedad. This seems to be a unit specific issue. Daughter's ROTC top choice school had ALL 4 and 3 yr AD scholarships filled with Oct. and Dec. boards.
Now this school is waiting for four scholarship winners to make final decision between SA and ROTC unit, and also some scholarship students to become medically qualified. After May 1st when the dust settles more MAY open up depending on funding and other issues.
If a school is telling you there are no allocations, at this point it generally means that particular school is either anticipating approximately 100% acceptance rate or have already been told there will be no additional funds/scholarships for their particular unit.
I seem to recall that additional scholarships/funds come from Cadet command on a "case by case" situation/ meaning one school such as Vanderbilt may be able to request and get additional scholarships/funds while another school such as Local U. may not.
Also agree to keep communication open but strongly consider looking for ROTC program that is more receptive and presently has open slots rather than "maybe" in the future.
