Army Captains promotion board delayed?

DS is AD 1st Lt. and will be at the 3 year mark next month. Has anyone heard anything about promotion boards or the CCC being delayed/cancelled ?
 
Tell him to talk to his S1 but the boards that hadn't met as of 20 March have been delayed.
 
CPT board can be done virtually: 1. Have pulse? Yes or no. 2. Have GOMR? Yes or no. If yes and no then promote.

CCC May be delayed or incorporate a distance learning portion or other options. It will get waived for promotion requirements etc. depends on how long the travel ban holds and if classes can resume at the same size or have to be reduced to maintain social distancing.
 
They can backdate promotions. Back pay goes with it.
I'll vouch for that. DS in the Marine Corps just got his promotion to Capt back dated. I told him not to spend all the money in one place.

Interesting about “the promotion board”. Not knowing that much about things military related other than the fact that my daughter is now going the NROTC route, this was an interesting take.

Very different from my own personal experiences with promotions, both receiving and giving in the private sector. I generally have had a rhyme or reason for promotions (though not always) but this sounds just like everything is length of service related.

Does this change for ranks higher than captain or is there merely a lot of card punching during the career with time of service basically equals rank?

It’s a mix of time, needs of the service, performance, jobs held, professional courses... other factors.
The promotion from O-1 to O-2 is pretty much guaranteed unless you’ve done something really bad such as a DUI.
O-2 to O-3 is usually about 90%.

Some things carry more weight. A successful command, for example, usually guarantees promotion. A poor command can mean the end of the line.
Unusual jobs can help stand out during a board. Having a classified evaluation can help.
Many, many variables. I’ve seen people take career paths that were “dead ends” and be successful.

Current guidance is that no new AD CCC will start as of 14APR until they sort out the stop move. Most on going courses have already moved to DL models to graduate the classes on time but the students won’t be going anywhere until the stop move gets lifted.

There was discussion before any of this had kicked off to potentially move CCC to a TDY en route mode with the movement to the AIM talent management marketplace for follow on assignments. The rationale being that in the last movement cycle, folks had already showed up to CCC knowing what their next duty station was going to be that they could streamline the process further. Historically you wouldn’t receive your next duty station until CCC when HRC came to sit down and do a file review with you. I think there’s a good chance that the pandemic will continue this push to modify CCC moving forward which would be great. It’s fees like at most two months of class work taught over six months. Besides the break it gives from the regular Army (super important, not taking away from that), it is extremely inefficient with its current setup and could use an overhaul.
