The award is based on the performance of all ROTC programs during the previous Fiscal Year (Oct 2009 – Sep 2010) and uses criteria such as Cadet National Order of Merit List performance, production efficiency, Cadet retention rate, overall Second Lieutenant commission numbers based on assigned missions, quality of military training and performance in military training.
