DD is a 4 year US Army ROTC scholarship winner. The Cadet Command letter states that he must accept the offer by 10 March 2017.

What if we don't hear from the colleges he applied to until April or May?

Can you decline the scholarship after you accept if you get an appointment?

You are better off accepting the AROTC scholarship before the deadline for a school that he is accepted to. If he is accepted to a more preferred school after that, you can contact Cadet Command and request the scholarship to be transferred. This is not uncommon.

To answer your second question, yes, it is non-binding, so accept the scholarship and keep options open. If there is an appointment it can always be declined later.

The big issue issue for him is that he is waiting on an appointment to the USMMA, we won't find out till April.

Can he decline the scholarship after signing the scholarship offer letter?

I am sure this has come up for many students in the past.

Absolutely, it is non-binding. He should sign his ROTC offer letter and the after all his options come in he can make his final decision. If he doesn't sign it, then he cannot get that back.
 
The ROTC programs are quite used to being advised that a service academy has stolen their candidate!
 
One other strange thing is that the letter from the Cadet Command says that the scholarship is conditional on him passing the DODMERB.

He passed the DODMERB already without any waivers during the academy applications.

Do we have let them know or will they figure it out? We had uploaded his DODMERB status to the ROTC scholarship website previously.

DD is really excited about the scholarship, now just waiting on hearing back from the colleges.

Not surprising.

I would let the ROO know that your DS already passed DoDMERB. He/she will take care of the rest.

Something similar happened with my DS as well. His USNA DoDMERB worked fine for his AROTC scholarship.

It is a form letter and the award he received is dependent on passing DODMERB as well as passing the APFT, it is all good! If he has already passed, that is one less thing to worry about.
