AROTC Board, should they apply in the 2nd round and skip 1st?

So I read that you can only be boarded once. Does that mean that if you don't get it the first round or the second round you aren't even looked at for the 3rd round because you have been boarded once already? My twins are both applying to AROTC but are taking the SAT again DEC. 7th. I honestly don't think they'll get it the first round and don't want to take any chances of them not being able to compete for the third round. Should they pull their applications for the 1st round?
 
It is not correct that you can only be boarded once. Please see below in italics that is directly from the ROTC scholarship login in site; the reality is you can be considered for all 3 boards assuming you are "board ready" by Board #1. They should be encouraged to be ready for the earliest board possible and, if not selected, continue to work on their credentials (which they are doing by continuing to take the SAT). They will not hurt themselves by submitting for the 1st board..."NOTE: Applicants who were previously boarded but not selected to receive a scholarship, can continue to submit documents to increase their chance for selection. However, all application updates must be SUBMITTED no later than 09 March 2020 @ 1159pm EST to be considered for a scholarship during the final board that convenes on 23-27 March 2020."
