I'm going to VMI in about 5 days so I have 2 options. I can either get to VMI at 1500 hours on the 21st to do the pft, or I can have "a local recruiter, JROTC Instructor, or any Active Duty, National Guard, or Reserve Soldier" to administer the test. My question is how would I get in touch with one of these soldiers so that they could administer the test for me. With 5 days left would it just be better to do it when I get there?

Those are your options.
Obviously if the neighbor next door is qualified and more convenient, take the exam with him/her. The most important thing is that you pass and succeed. Doesn't sound like you have any qualified people in mind, and I don't think there is a website where some soldier or sailor waits for a call to go out and give somebody they don't know the PFT. You have a scheduled time (1500hrs) and location for this required event, and it seems like you can make it. You waited until 5 days prior. For the next few days go do some light fun runs and easy workouts focusing on the events required and then show up at 1500.
Good luck.

Why wait?

Why wait when you might get two chances (or even more) to make one? I would call the Bd of Ed (for the phone no. of the JROTC instructor) or a local reserve center and get it done now. Then, if you fail only slightly, you get a second bite (or even a third bite, if you line up more than one option at home, just in case) at the apple in 4 days. Beats failing slightly in four days and having a real problem.
