Short answer: No. 1. Some in HS opt to take dual enrollment/ AP/ Project lead the way or other credit bearing activities like a pilot / drone license while in HS and college credit for those courses costs money. Those tuition fees are paid by the individual, though in some states (GA I think from the state lottery of all places, and others) there is reimbursement available. Those choices are all made before you apply for ROTC scholarships. 2. Then, you applied for a ROTC scholarship and some received them (congrats) which starts next year to cover your course of study key: at that school. There is no retroactive billing ROTC for your choices/ costs before you applied/ before you start in that program. Hopefully those credits and the harder path your student took to earn them helped you stand out. On the flip side, there is no DQ for these credits earned from dual enrollment for eligibility for the scholarship, - too many credits actually earned at the school is a DQ - to my best knowledge, they are distinct.
