If I were to submit my application and not be selected for a scholarship by the first AROTC board, would I be able to update my file and then later be considered by the second AROTC board?

My SAT scores are in the low 600s and my ACT composite is a 27, and I was wondering if I should fully submit my application after improving my test scores. I want to have the best chance that I can to get an AROTC scholarship because they are getting more competitive every year from what I have heard.

You will be reconsidered on every board, but you can't change the score the board gives you (you only get boarded once). If you improve your SAT/ACT scores it will change your OML score a little.

What you need to do is consider whether the advantage of the first board (having all the allocations on the table at every school) outweighs the advantage of a slightly higher OML score if you improve your SAT/ACT score. It has a lot to do with which school you are looking at attending. I would recommend asking the ROO or PMS at the school you are looking to attend for some guidance. In my opinion, I would take a shot at the first board. Your SAT scores should be fine.

Thank you so much for the reply! I will turn in my application in time for the first AROTC board, and see what happens.
