AROTC Scholarship Payment

My DS attends a private university on a 4-year AROTC scholarship. He is a freshman and contracted in mid-September. After 2 months, the Army still has not paid his (and apparently other MS1 scholarship students') tuition and fees. Although the university initially credited his account (anticipating the Army would pay in due course), it has now reversed the credits and sent me a new bill. The ROTC unit is claiming that "Ft. Knox is the problem." Has anyone experienced a similar delay in payment? I'm just trying to determine where I should begin my appeal for help.
 
my son is a 200 in AFROTC. Last year, they sent payment in January for fall semester and June for spring. His finance office trusts that it is coming...we get billed and interest accures, but the interest is removed when ROTC pays up.

I have 2 son's in AROTC on scholarship. The Army takes their sweet time in making payments and it varies from battalion to battalion. We have a very good HR staff and payment seem to be made quickly, I have heard other programs have taken much longer. The payment will be made at some time, we were told to just ignore the bills from the university and that all fees and any interest would be taken care of. The only issue I could see is that they may put a hold on your son's ability to register for the next terms classes. That would be the one thing I would check out now, if there is a hold then you will need to contact your son's battalion and find out how that can be resolved.

Make sure all youe son's paperwork is turned in, even though they may have contracted your son at the battalion there may still be an issue with CC. One other question, you said he was contracted in mid-September, has he received ant Stipend money yet, if he has not then that would be an indicator he may have issues with paperwork.

Ya at this point the army owes me about 2000 in back pay. Apparently I was put on a pay hold after CTLT for no specific reason. It has been over three months and still no resolution at CC. Remember this is the government, accountability and thoroughness aren't their best attributes and my situation is far from unique.
 
My DD is a freshman on a 4 year AROTC scholarship and contracted in early September after APFT. She has been receiving stipends, but no payment of tuition and fees yet. College must be used to it though, because they don't seem worried and have not bothered us at all about it.
 
Has your DS asked the NCOIC to contact the Bursar's office? He may only need them to do that, and the Bursar will remove the amount.

The Bursar may require official paperwork from AROTC, and that is something you nor your DS can take care of.

The problem that we have come across with our 2 in college is that the Bursar will not allow us access into our kids accounts without their written permission. Trust me it is my pet peeve...you send me a bill to my home, but because they are 18 I can't talk to you about it.:confused::unhappy::mad::thumbdown:

Yet, there we stand trying to calm a child down because of an error created beyond their control, and scope of understanding how to rectify it.

My concern for you would be did they lock his account, and will not allow him to register for next semester. Our DS's school did that to him, and we didn't have 10K hanging out in our pockets. Worse yet, after we did get it resolved we had to fight the school because they slapped us with a $550 late fee, since ROTC didn't pay by the pre-determined date. Make sure that if the college charges late fees you have them removed. If you don't they can still find their accounts locked.

I have to say our DS's AFROTC career has been like Aglahad. Even this yr as a C400 (MSIV), they only rectified his stipend on the 15th of November. Prior to that they owed him 1250 bucks. They told him his checking account was bouncing it back. The same account they have deposited into for 3 yrs.

Finally, understand that the military has cut off dates for pay/stipend. I believe it is the 5th and the 24th of each month. If it is not rectified by the 5th, but on the 6th, he will not see it until the 1st of the month. If it is rectified on the 25th, it will be the 15th paycheck. I am not swearing by those dates, for all I know it could be the 9th and the 26th. I just do know that there are specific dates for pay/stipend.

Welcome to the military. This is just a taste of the AD world and how it can take 3 months to get your LES under control when you PCS, or switch banks.
 
Probably shouldn't dime out the Battalion's, but here is what is posted in CCIMS (Cadet Command Information Management System) today.

Scholarship payment problems: Battalions are reminded that they can follow the status of their scholarship payments through the Scholarship Pay Ops Status function in the Scholarship Tracking Module of CCIMS. It will be your responsibility to correct any scholarship payment problems identified in CCIMS by notifying or submitting requested information to your Scholarship Pay POC.

Want to blow some minds? Have your Cadet go to the HRA and ask if they have checked the scholarship pay ops function in the scholarship tracking module, and if they have checked with their scholarship pay POC.

We should never accept "that's the way the Army is", and as future leaders Cadets should know that caring for your soldiers falls right behind accomplishing the mission.

After reading some of these posts I guess my son's should feel fortunate they have a terrific HRA. over the past 3 1/2 years there has never been a delay in any payment whatsoever.

I certainly agree with Clarkson, cadets should not feel they cannot ask questions about pay problems.

I still love the quote from then SECDEF Gates during last year's budget problems. "I always believed it was in our best interest to pay the guys with the guns first" Made me chuckle a bit.
 
My MS I son has been receiving stipend. But no payment for books yet.

Meanwhile, the school is not bugging us. In fact when they sent us the financial statement, they listed all the bills first, and then kept taking expense items out as "exempted", leaving $100 freshman orientation expense as the total amount we owe.

I think at his school, they take it for granted that Army will pay when they pay.

One factor I can think of is this: My son's school is a hosting school for the battalion (not a cross town affiliate school).

I don't know if this is a factor, but it could be: if the battalion is hosted at the school, they may have more internal processes that are automated, and perhaps the school officials are also more used to taking care of things like this internally.

Just a guess.

I'm a II this year. I had received my stipend and book money, but no scholarship. Went to our great HRA person and was told it was coming from CC. Waited a while, got an e-mail saying I couldn't register for classes. E-mailed HRA this email. She e-mailed this Accounts Office and was like "what happened? He's on my scholarship list." and the Accounts office "found" the money. Thank you HRA person!
 
We had the opposite problem (if you want to call it a problem.) Our son received a 3 year scholarship, and the school refunded his freshman tuition because they applied the scholarship! We had to tell them he wasn't on scholarship yet.

On another note, when we used TA, we were told by the school the Army only lets them invoice during one quarter of the year, so they marked our account as paid even though the school hadn't received payment yet (and in fact, hadn't even invoiced them yet.) The school never billed us or locked registering for classes. They know they will be paid by the Army eventually. They are also a hosting school for the battalion.
