AROTC Scholarship Payments Delayed indefinitely

Just received word from DS that CC has given the battalion permission to start contracting again. Fortunately his paperwork is done and ready to go, so his will be submitted today. :smile: What a relief!

I am not trying to ruffle feathers, just trying to understand if every cadet has to go through it as a freshmen, and from a budget perspective, wouldn't they save tens of thousands waiting until the point of no return from a commissioning perspective?
~~~ Honestly,what are they taught their 1st yr. that needs to get them a security clearance to be in ROTC?
No flaming, just trying to understand the reason behind it.
I'm not sure either, Pima. But thinking perhaps someone did the math and found it was more cost effective to invest in security clearances early; before spending 10's of thousands of dollars educating folks that could never pass a clearance needed for AD.
This, and also becuase if it is not started almost right away then it can be very easily be put on the back burner by both the cadet and the BN at which point the lengthy process required can possibly delay commissioning.
Had to ask, because our DS (AFROTC scholarship) did not start his TS until his rising 400 yr (MSIV), mainly because it does cost tens of thousands of dollars to do the investigation, but also because it is only valid for 5 yrs.
~~~ Using our DS as an example:
Entered 08. Commissioned May 12, reported to UPT ADAF Sept 12. Anticipated winging April 14.

Right now he would be on his 2nd TS clearance and only had 1 full yr ADAF.

Even if it did save money, since TS clearances are only valid for 5 yrs., and ROTC scholarship cadets can bolt after their 1st yr. wouldn't it make sense to do their MSII yr to save even more money?

TS clearances are only started Senior year in AROTC.

Just curious, are folks still having problems getting paid and contracted?? I hope not. Between folks not getting paid or contracted and now AD assignments pushed back it would seem our Army house is in somewhat of disarray.:thumbdown:

My son, AFROTC has yet to be a stipend this school year. They keep telling him there is a delay, not sure why when I am fairly certain that other AFROTC cadets have been receiving stipends regularly. His tuition and book stipend were paid but still no monthly stipend. Good thing he isn't dependant on the $

We literally just received book money maybe 2 days ago over here, but stipend has been paid regularly (not counting during the gov. shutdown).

Yes! Still no stipends or book money! His account is showing tuition has been paid, but my hunch is that student receivables is just showing it (anticipating payment).

Woohoo! DS was finally contracted. I was getting nervous after some harrowing (shall we say) obstacles :wink: that kept pushing back his contract date. Now he is off to his FTX at Camp Elliot. It pouring torrential rain, should be fun!! :biggrin:

Just a heads up for anyone looking for room & board payments, my sons was in his bank account this am!

Payment to school??

My DS was able to contract once the gov't shutdown ended. He received his stipend and book money right away, but his fall tuition has not been paid and the spring bill has already arrived. Can anyone give me an idea how long it usually takes for tuition to arrive at the university?

The date your DS contracted may be a factor. Our DS contracted first week of December (2012) received stipend and book $ almost immediately but fall semester tuition was not received by the University until almost March. We continued to pay tuition throughout the year and then his account was refunded in April. Short answer as long as the battalion HR is on top of it, it'll happen...

Uh.... we cant just simply pay that tuition to get reimbursed later....Not without taking loans which would be foolish.

Is it typical to have to pay upfront?

It happens, but no not typical. Not sure which kiddo you're worried about but if currently in ROTC I'd have them follow up with the HR person. If a future kiddo then worry about that bridge when you get to it.

Thank you for your responses. We did pay his fall tuition upfront and were told by the university that it would be refunded as soon as they were paid by the gov't. I was just wondering when that typically happened. If it's April, so be it, at least he's receiving his stipend and book money. We are fortunate that he is at an in-state/affordable school:smile:.

Our DS was a campus based scholarship, so we were payin' tuition when he contracted, the 4 year scholarship was a nice Christmas present. My only point was that it does take time to work out the details sometimes. Even though he received book $ and stipend right away, it took a while to work out the tuition money. If your DS/DD has a national scholarship, you shouldn't have to pay upfront (I don't think). BTW each tuition bill we've gotten does not list the scholarship. DS' university explained that scholarships outside of the college are not listed, just don't freak (like I did) if you get that first bill and it's not listed, probably the school's policy.
