AROTC Stipend & Books for Freshman?

My son is on a four year AROTC Scholarship at TCU. He passed APFT when they arrived and it took several weeks for them to sign the contract. It was another month and a half before they did paperwork to set up direct deposit so they could start receiving monthly pay and book money. The first semester will be over in a month and the new contracted cadets still have not seen any payments. Is this normal? Are other AROTC units seeing this?

Yes I missed the first payment and was never paid for that one. I should have around $1,500 right now but only have $1,000.

I can only speak for my son who contracted on his 3 year in late August and received his first monthly stipend mid September. It might be different for 4 year winners because my son had filled out most of his paperwork the prior year.
