if someone were to get a scholarship of less than 4 years, and then gets commissioned after ROTC, does the Army provide any assistance or a repayment delay for college loans that may have been taken out?
The Army does not offer such assistance that I am aware of.
However, any government sponsored loan (such as a subsidized or unsubsidized Stafford loan) can be deferred until you commence your commission and begin receiving a salary. Most college financial aid departments will assist you in finding other aid as well. For example work study programs or becoming an RA in a dormitory.
Best source would be to contact financial aid department AND the ROO of your Army ROTC program at the college you will be attending.
