Looking for some insight into why medical turn backs from 2019 BCT are being required to report a week early this year. This looks like a change from the past. In a "frequently asked questions" document from BCT last year it stated that turn back cadets could report at any time on I-Day.

Not really sure. Perhaps there were more than the usual turn-backs and they need the time to evaluate each? Appointees with waivers are also evaluated on I-day -- it could be just to spread out the workload.

I also suspect that there's no need for the medical turnbacks to go through I-day again if they've already experienced the footprints and been issued all their clothes/gear.

Just speculating.
