My application is complete-- besides awaiting medical qualification results. Am I supposed to contact my BGO to set up an interview? Or will the portal instruct me to do so? I previously emailed my BGO who is also my admissions counselor and got no response.
 
Your BGO is required to reach out to you to schedule the interview long before you reach 100% complete.
If you are complete with all the required items and have already emailed the BGO, I would recommend sending a followup email (assuming it's been more than a few days) and politely remind him/her that your application is 100% complete pending the interview, and propose some available dates.

If you still get no response, you could let your Admissions rep know, and ask them to confirm the email address/phone number of the BGO. You could also reach out to the Area Coordinator to confirm the correct email/phone number. The area coordinator is responsible for a group of BGO's and they start getting nasty grams this time of year when there are complete applications without an interview. The Area Coordinator is usually staying on top of the BGOs to make sure they get done.

Worst case, if the BGO is unresponsive, your application will be send to the board without the interview, but they would rather see the BGO complete it.
 
How about a phone call? I know it's sort of old-fashioned these days, but I like a phone call. Most BGOs are "old" like me, and they may be the same way. It's a thought.
 
I'm sorry but I have to say this. I use email and text message for things that I do not need a response to soon. If it becomes more urgent I will make a phone call and follow up with another email if I'm unable to connect by phone. When it's urgent, I am always working the phone, sometimes calling someone a few times of day. They'll get the message, provided you have the right contact info. Do NOT be afraid of the phone. It's your best ally.

My application does not have the BGO’s phone number, only email

To be clear. My application lists ONLY email for my BGO... no phone number

Your BGO is not also your admissions counselor. The admissions counselor works in admissions at USNA, they are assigned by geographic area. You can call admissions to reach that person and tell them you're not getting any traction with BGO.

@sophloaf0 Wow! That's smart. Post someone's email address for everyone to see it on the web, including lurkers. You didn't need to do that to make your point. A simple same name, same email address would suffice.

That email is accessible other places on the web I don’t think it changes that much
 
If your portal is showing the same name in the BGO field, and in the admissions counselor field, and that name is the Region 8 Fleet and NAPS coordinator, but you are neither in the fleet nor are you at NAPS, then I would suggest there might be an error.
You asked above "Am I supposed to contact the BGO to setup an interview?" and "will the portal instruct me to do so?". The answer is yes.

If you read the instructions in the portal, right above the BGO name, it states:
"This is the contact information for your Blue and Gold Officer. You are required to contact this individual to setup an interview that will be included in your admissions file........"

If you have tried that and have been unsucessful, the best course of action, for someone who "anticipates getting accepted into the Academy", but who has not yet completed the application, would be to call the Admissions office on the telephone and ask to speak with the Admissions Counselor assigned to your state. It is easy to find the phone number
