Yes. However, I BELIEVE (someone correct me if I'm wrong) that ALO's are typically reserve officers. BGOs can be active duty, reserve, or retired; or may be civilians. You do not need to be a grad, you do not need to have been in the military. One of the BGOs in my training class was a high school teacher.
