First, BGOs SHOULD respond relatively promptly to contact from candidates. That said, it's summer and the candidate cycle has just started. BGOs may be on vacation or may not yet be starting interviews. Many BGOs work full-time so yours could be on business travel. I personally am just getting started in terms of contacting my candidates because I've been on vacation and traveling on business most of the month of June.

I would try emailing your BGO again. If you're unsuccessful over the course of several weeks (e.g., 3-4), you can contact your Area Coordinator and let him/her of your difficulty. However, I doubt your AC will get all that worked up over the summer -- at least not until the end of July -- and even then, won't care too much if you don't have >50% of your packet complete.

The Admissions Board doesn't start meeting until late August, so while understanding your desire to get things done early, there's not immediate pressure.

Finally, I'm not "excusing" the fact your BGO hasn't responded to you -- only stating that all BGOs have lives outside of the USNA admissions process and many have full-time jobs. Be patient and, in almost all cases, you and your BGO will make contact in plenty of time.
 
My son has also had trouble reaching his BGO. After two calls and an email, he decided to leave it alone for a while. I'm not sure why he would not reply, but he no doubt has his reasons. My son is going to try him again in late-July if he's heard nothing.
