Interesting theory. You do have a lot of good points here. Another source of complication is, some cadets are applying to multiple service academies and some ROTC applicants are applying to multiple branches (AROTC and NROTC, NROTC and AFROTC, etc). I even know of one kid who is applying to ALL service academies and ALL branches of ROTC scholarships. It just gets crazy.
I do sympathize with the battalions: they would like to fill their available scholarship quota with the BEST and MOST COMMITTED candidates ("committed" meaning, it's the kid's #1 choice and s/he is not applying to the service academy).
