The appointee handbook, and everything else says to not mail packages until September as the post office will be overwhelmed by cadets' book orders. Out of curiosity, what books are they ordering? Are their books not digital/ebooks these days? If they're still using paper text books, aren't they handed down to the next class?
 
It varies. Some are digital. Some cadets will swap around, but freshmen typically feel intimidated (at least mine did) to ask/approach upperclassmen if the upperclassmen aren't actively selling. My cadet has ordered a few via Amazon each semester. We've found it easiest to ship all packages (not just books) to the sponsor family (but that's not really an option first semester freshman year because doolies can't leave base until after parents weekend and not all freshmen have sponsors immediately). We've been blessed with an absolutely amazing sponsor family that my cadet sees almost every weekend and they will deliver directly to him at usafa if it's something like books that can't wait until the weekend.
