Who is supposed to send my CAR form to WP? You are supposed to email the submission link, but can I just email to myself or does it have to be a school counselor? (From a freshman in college)

When in doubt refer to the instructions in the application. For our DS application cycle it was explicit who should complete it. It may have changed. He provided his resume to his guidance counselor and they completed it and submitted the activity record. They were able to update when new things occurred.
But again, go to the source directly.

Definitely do not send to yourself.

The emailed form should contain all of the activities that you have previously input, which a verifying authority must sign. That is almost always a school official, such as your high school college counselor.

Should I use my high school or college advisor? I am closer to my high school advisor, but will that include any of my college activities?

I agree with 99Gold. I don't recall the procedure for college students. If not clear in instructions, ask RC.
 
I'm a college re-applicant, use your high school counselor. There is a section for us to manually input our college activities, but you need your HS counselor to submit your HS record.
