Can anyone identify this badge?

I have seen that badge on plenty of cadets and as well as some commissioned officers but cannot identify what badge it is and what it's for, even though I've searched all over. I cannot even find it in AR 670-1 or DA Pam 670-1. Can anybody help?
 
I'm not sure what its official designation is but it is the German Bundeswehr proficiency badge that can be earned through demonstration of skill in several areas such as marksmanship with a pistol, etc.

The German Armed Forces Proficiency Badge (German: Abzeichen für Leistungen im Truppendienst) is a decoration of the Bundeswehr, the Armed Forces of the Federal Republic of Germany. The decoration can be awarded to all German Soldiers. Allied Soldiers may also be awarded the badge. Any rank may be awarded and wear the badge. In the United States Military the German Armed Forces Proficiency Badge is one of the few approved foreign awards, and it is one of the most sought after awards to achieve.

If I were to participate in this through my ROTC, would I still be able to wear it as a USMA cadet?
 
YES. It is an qualification recognized by the Army--just like Airborne School. If you earn it, you can wear it until you retire.
 
Can anyone identify the other badges/pins on the cadet on the left?

I believe one is the recondo badge. What's the laurel looking one?
 
Back in the day the "laurel" was called a wreath. Wreath meant something like top 10% across academic, military and fitness scores. There also used to be a star which was top 5% academically. You could have both the star and the wreath (the star would be inside the wreath). I never came close to either so I have no 1st hand experience with them!
