can college reapplicants get an LOA?

In theory, yes. In reality, unlikely unless there is a pending medical issue. Reason is that, by the time they look at college applicants (late Jan), the MOC slates are in, so they can just offer the appointment. LOAs are typically given pending a nom, which isn’t an issue in late January.

DS was a reapplicant and received an LOA and it was as '1985 states concerning wrapping up a medical issue. The LOA/receiving a nomination/DoDMERB/accepting his appointmnet pending wrapping up the medical review all happened within a couple weeks; his MOC's interviews were midish December and the slates went in during January, probably late in the month. We always thought no DoDMERB issue, probably no LOA, just an offer of appointment. Either way, it was all good!
 
DS was a reapplicant and also received a LOA because medical wasn't buttoned up (he was medically qualified the prior year and, since they say those are good for 2 years, he did not realize he still had to submit paperwork for it).
