Can I apply to more than 1 ROTC program?

I am thinking of applying to NROTC, AFROTC, and AROTC, because I do not exactly which branch I want to end up from this point (I know have to choose one of them). Whichever I get accepted to, I'll end up going there. So, is it possible to do so?

You can apply to all SA's and all ROTC as stated. The exception to this is you have to choose between NROTC and NROTC MO - can't apply for both.

I'll also add NROTC Nurse Option to this - little known, and not many apply, but it does exist.

Good advice given already...definitely apply to those service ROTC in which you are willing to serve...be it ground focused, sea focused or air focused, (although there are opportunities to compete for aviation related billets in the Army and Navy in addition to the AF.)

You will notice as you apply to each service ROTC there are subtle differences in what that ask for. Pay attention to the details.

My data may be old, but in the recent past, AROTC had about 2500 national scholarships each year with approx 600 of them being 4-yr scholarships and approx 1900 being 3-yr. Navy seems to have about 1200 National scholarships each year. I think they are all 4 yr. AF has had the fewest scholarships available. For 2015 and 2016 I think it was only 300 total national scholarships each of those years with a mix of 4 and 3 yr. I heard that the number of AF scholarships has increased but I don’t have the real numbers. Others with more current knowledge of the various ROTC programs will correct me where I have erred.

Best wishes to you and thank you for your willingness to serve
