can I join the army or air force with tourettes and autism

Trying to be kind here Kaleb, but your history does not appear to lend itself to a military career, much less as an officer. It speaks well of you that you want to serve, but the military may not be for you.

I know I’m two years late, but the people that have responded earlier are being negative in my opinion...There are many jobs in the military where you would never see combat. I think that you could get in if you tried and don’t give up.

ROTC programs produce Unrestricted Line Officers. Period. That means officers who can be put into combat when needed. While there are jobs that such officers can take which may not require combat, you never know when you'll end up in a combat zone. Think of the truck drivers in the Iraq war who ended up in combat, getting wounded and being take prisoner. Not saying don't try, but it does seem unlikely. Enlisting, where one can sign a contact for a particular job before going in, might possibly be an easier alternative.

@kinnem is right! ROTC Programs and the academies produce "unrestricted" Officers. In case you do not know what that means, it is that once you Commission you can be detailed to serve anywhere doing just about anything. The only way that I have heard of being able to get into a field that has "limited" combat exposure is Direct Commissioning with a "special" trade, ie: cyber, nuke, or law (AFTER graduating undergrad or grad school). As for enlisted ranks, I can only speak to the CG, but I am pretty sure the other services are similar. In the CG, EVERY enlisted sailor, especially once you make E-4 (you become a Federal Law Enforcement Officer) is exposed to stressful, hostile conditions. There is no such thing (at least in the CG) as "never" being exposed to combat or some other form of danger. Even a cook or administrative specialist can be exposed to hostilities, even if by simply being "in" the military and being attacked at a base or on a ship.
