Can one accept both AROTC and AFROTC scholarships initially

My daughter was awarded a 4yr scholarship from the Army and one from the AirForce that can be converted to 3yr scholarship to her top choice. The Army did not select her top choice, but she would need to accept that scholarship in order to put in for a transfer to her #1 school . Can she accept both the Army and AirForce scholarships so that she can still attend her top choice of school if the Army request for transfer is denied?

Yes.

I was under the impression that an AFROTC Scholarship was good at any school that has an AFROTC Detachment, in other words the AF Scholarships are not school dependent.

Yes, she can accept both scholarships and then make the decision later as to which one she will use.
 
Read the "terms" of the acceptance. It is non binding, so no reason not to accept both and decide later which ROTC and which school combo is best for your DD.

Historically, the vast majority of transfer requests have been approved by the Army. So I do not foresee any issue of getting your approved. You will need to include a letter with your transfer request stating why you want to transfer. It probably wouldn't hurt to mention that you have a scholarship offer from the AF to the same school, but you would rather attend that college as an Army cadet.
 
Yes. Definitely accept both.
Always nice to have that fallback plan in place
